According to it, a resident whose ancestor figures in the 1932 land records will get "preference" in class III and IV jobs. In other words, all those whose ancestors did not own land will virtually be denied these jobs.

Trouble began early this month when Jharkhand police department advertised that it would recruit 8,000 constables. Out of the two lakh applications received, only 13,000 fulfil the domicile criterion. Protests Samata Party MLA and state urban development minister Baccha Singh: "This domicile policy is discriminatory to the core. And if it’s not amended, it’ll disqualify many Jharkhand residents, who’ve been living here for long, from getting any government job."
