The Supreme Court directed the Registrar General of the Punjab and Haryana High Court to “forthwith” secure the records, pertaining to security arrangements made for Prime Minister Narendra Modi’s recent Punjab visit, from the state government, its police and central agencies.
A bench headed by Chief Justice N V Ramana was hearing the plea filed by the centre about the recent lapse in the Prime Minister's security. PM Modi's convoy had to be stopped on a Punjab highway after the SPG saw protestors blocking the route.
On Thursday, the Punjab government informed that they have formed a 2-member high level panel to probe the alleged security threat to the Prime Minister.

The apex court also asked the counsel representing the Punjab and the central governments to ask the committees set up by them separately to probe the lapses during the visit of the prime minister to “hold their hands till Monday” when it will hear the plea next.
Solicitor General Tushar Mehta, representing the central government has told the court that this comes into a category of 'rarest of the rare' cases. This is legal term and is used to determine cases that warrant out of the line punishments. Death penalty, for example, is only awarded in the rarest of the rare cases. Mehta also thanked the court for taking up this case which had the potential to cause international embarrassment.

The top court was hearing the plea of an organisation ‘Lawyer’s Voice’ seeking a thorough investigation into the breach in Prime Minister Modi's security in Punjab and ensuring there is no such event in the future.
The Supreme Court has asked the Central and Punjab governments to put on hold, the committee probes.
