Terroristsattack on Parliament House on 13 December is not only a serious issue but also amatter of concern for the country. First and foremost, I pay my tribute to thoseemployees of the Parliament who laid down their lives. Apart from this, I alsocongratulate those security personnel who fought valiantly with the terroristsand protected the valuable lives. I am of the opinion that we will alwaysextended our support to the Government which will work in the interest of ourcountry but we will also criticise the Government for their wrong doings. Idon’t want to make it a political issue. Therefore, it should be a consideredview of the entire House that the country’s security and democracy is supreme.

I do agree that this isan attack on our country and on our democracy. I along with hon. ShriChandrashekhar ji had warned the Government when Smt. Phoolan Devi was murderednear this House that the President House, the residence of the Members ofParliament and Parliament itself are on the hit list of terrorist organizations.Hon. Home Minister has also stressed time and again that the Parliament House ison the hit list of terrorists. Inspite of all that this incident has occurred inParliament House. Who are the terrorist organizations and the terroristsinvolved in this attack? Who released them and took them to Kandhar safely?Those who took them safely to Kandhar, are now stating to ban thoseorganizations. This is really very unfortunate. We will have to think about thehonour and safety of our country. Therefore, we will have to accept our failureopen heartedly. We have learnt these ideals from Gandhiji. I feel the prestigeof hon. Prime Minister and Home Minister will not be lowered if we accept ourlapses and take appropriate steps in the interest of the country. We will timeand again reiterate the bravery exhibited by our security personnel. It isbecause of their valor the terrorists could not blast off the bombs put in thecar and thereby saving the Parliament House.

Was it not theresponsibility of the Government to act when they receive the message fromMumbai that the Parliament House is on the Hit list. I want to know from theGovernment what steps they took and what they propose to do in this regard. Ihad already stated one and half or two years ago that there is no way out exceptattacking terrorists training camps. But situation has changed completely sincethen.

When the Governmentwould ask to take action in the interest of the country, I would like toreassure that we are committed to the nation. But at the same time, I want towarn the Government that this issue should be dealt with in all the seriousness.On several occasions, we are not invited by the Government for seeking ourviews. We had warned on 27th September itself that dreaded terroristshad gained entry into our country. We have to strengthen and protect our bordersthrough our efforts only. However, as the things are happening around us confirmthe fear that as far as security of the country and our borders is concerned,there is an interference of a foreign source which, we will never accept.

Today, we findourselves in isolation in this hour of crisis just because of the diplomacy andforeign policy adopted by the Government. We had cautioned the Governmentagainst withdrawing from the policy of non-alignment. It is because of this thatin this hour of crisis, no country is supporting India openly. What could bemore regretting than this? Today the security and honour of the country is indanger, the country is in a demoralised state. The whole nation and the entireopposition stand together with the Government to take necessary steps for thesecurity of the country. Impartial attitudes must be adopted to take the countryand the opposition into confidence.

Our borders arestretched far and wide. There is a tense situation prevailing on Nepal border.Leaving all the disputes aside lets make the country united. Action should betaken against the terrorists and those who are harbouring them. Today we standunited to uphold and preserve the unity, integrity and security of the country.
