The collaboration between Guru Gobind Singh Indraprastha University (GGSIPU), a premier public university under the Government of the National Capital Territory (NCT) of Delhi, and the Cooperative Republic of Guyana marks a defining milestone in the internationalization of Indian higher education. It represents the first-ever offshore campus by a public university from India in South America, establishing a transformative model of academic partnership, technological exchange, and cultural diplomacy.
This collaboration has received formal approval from both governments. The Guyana Online Academy of Learning (GOAL), under the Ministry of Education, Government of Guyana, has extended its collective approval to GGSIPU to establish an offshore campus in the Cooperative Republic of Guyana. The initiative has also received in-principle approval from the Hon’ble Minister of Higher Education, Government of NCT of Delhi, signaling the growing commitment of India’s educational leadership toward creating global centers of learning.
At its core, this partnership aims to advance modern disciplines such as Computer Science, Artificial Intelligence (AI), Machine Learning, Robotics, Biotechnology, and Management, to prepare students for the digital and cognitive revolutions shaping our era. The Guyana campus will act as a hub of knowledge creation and skill development, promoting innovation, entrepreneurship, and interdisciplinary research.
The Government of Guyana has graciously offered infrastructure, including buildings and facilities, to help establish the campus, while also facilitating all necessary regulatory and operational approvals. This commitment underscores Guyana’s forward-looking approach to education and human resource development. For India, this collaboration aligns perfectly with the National Education Policy (NEP) 2020, which emphasizes global academic engagement and encourages Indian universities to extend their presence overseas.
Speaking on the occasion, Prof. (Dr.) Mahesh Verma, Vice Chancellor of GGSIPU, expressed his heartfelt gratitude to the Lt Governor of Delhi, Syt. VK Saxena, The CM of Delhi, Smt. Rekha Gupta ji and the Education Minister of Delhi, Sh Ashish Sood and all departments that guided this visionary initiative. He said, “This is not just the expansion of a university, but the extension of India’s intellectual and cultural footprint. We envision opening many such centers across Africa and other developing regions, thereby exporting quality education and empowering nations through learning and technology. Education is India’s finest export and through such collaborations, we aim to make it the world’s shared treasure.”
The offshore campus in Guyana embodies this spirit of academic diplomacy and development partnership. It will allow Guyanese students to access world-class programs without having to leave their homeland, bridging opportunity gaps and fostering inclusive growth. The focus on AI, robotics, and data-driven sciences will equip local youth with cutting-edge skills, enabling them to participate meaningfully in the Fourth Industrial Revolution.
Prof. T. G. Sitharam, Chairman of the All India Council for Technical Education (AICTE), congratulated the university and its leadership for their foresight and excellence in driving this initiative forward.
“I congratulate Guru Gobind Singh Indraprastha University and its Vice Chancellor, Prof. (Dr.) Mahesh Verma, for this visionary step,” said Prof. Sitharam. “By taking Indian higher education beyond borders, you are fulfilling the spirit of NEP 2020 and positioning India as a global knowledge partner. The establishment of an offshore campus in Guyana is a historic beginning, one that will inspire many more institutions to follow and help create a world connected by education, technology, and shared progress. IP University is our Knowledge Partner by the sheer dint of their proactive calibre and foresight for the upcoming AI MahakUmbh at AICTE on the 15th Nov by ”
The Guyana campus will also deepen India’s engagement with the Global South, strengthening diplomatic and cultural ties while driving economic collaboration. Through joint research, faculty exchanges, and virtual learning programs, the initiative will help foster a vibrant intellectual ecosystem that benefits both nations.
As GGSIPU celebrates its Silver Jubilee, this international expansion is a fitting tribute to its journey of excellence. From its roots in New Delhi to its new branch in South America, the university continues to uphold its founding vision of combining academic rigor with societal relevance. Under the leadership of Prof. Verma, GGSIPU has evolved into a forward-looking institution that blends tradition with innovation; values that now resonate globally through this partnership.
Beyond the immediate academic impact, this initiative carries a larger message: India is emerging as an education hub for the world. As the digital era reshapes societies, knowledge-sharing becomes a new form of diplomacy; one that builds bridges stronger than treaties and alliances. By exporting education, India exports empathy, empowerment, and enlightenment.
This collaboration, therefore, is not just an agreement between a university and a nation; it is the manifestation of a shared dream: that knowledge, when shared, multiplies; that learning, when globalized, humanizes. Together, GGSIPU and the Cooperative Republic of Guyana are scripting a new chapter in educational history; one that will inspire the next generation of thinkers, innovators, and leaders across continents.
