The Bigger Babu?

The bureaucracy is at war with the government. CM Mulayam Singh Yadav’s order paving the way for Provincial Civil Services (PCS) officers to be promoted as district magistrates (DMs) was applauded by the recipients but it’s irked the IAS bastion no end. They see the order as a threat to their babudom and have officially registered their grievance with the CM, but to no avail. Interestingly, while the IAS and PCS are daggers drawn on the issue, Mulayam’s been having the last laugh. As the man himself explained before the announcement, "I thought the DMs are the most powerful in the districts. Later, I realised it is the PCS which does the actual work...they can make a party win or lose (elections)." That explains it.
