The FIR registered by the CBI on October 21, 2009 in the 2G spectrum scam referred to some "unknown officials of DoT" and "Unknown private persons/companies" as the accused. Was this a curious act of omission by the CBi since they had filed the case under the Prevention of Corruption Act. The Act, as we all know, applies only to government officials, including cabinet ministers. All of this begs the question: Did the CBI deliberately fail to name the then Telecom minister A Raja and his associates, R K Chandoliya and Siddharth Behura?
