Parliament’s Monsoon Session continued to be marred by disruption as both the Lok Sabha and Rajya Sabha were adjourned on Wednesday following relentless protests by Opposition members.

The third consecutive day of the Monsoon Session of Parliament witnessed a legislative logjam.

Both the Lok Sabha and Rajya Sabha were adjourned when opposition MPs demanded urgent discussions on the Special Intensive Revision (SIR) of electoral rolls in Bihar.

Opposition alleges it is part of a politically motivated "votebandi" drive ahead of the upcoming Assembly elections, and Operation Sindoor, India’s recent cross-border military strike.

This marks the third consecutive day of parliamentary deadlock, with little legislative business transacted across either House since the session began.

Operation Sindoor Debate On July 29

Parliament is set to hold a discussion on "Operation Sindoor" on July 29, with significant time allocated in both Houses following persistent demands from the Opposition.

According to India Today, the decision was finalized during a Business Advisory Committee (BAC) meeting held on Wednesday. The Lok Sabha has been allotted 16 hours for the debate, while the Rajya Sabha will discuss the matter for 9 hours.

The Opposition has been adamant in its demand for a thorough debate on thePahalgam Attack leading to repeated disruptions and sloganeering that have stalled proceedings in both the Lok Sabha and the Rajya Sabha.

The allocation of dedicated time for the discussion is seen as a move to address the Opposition's concerns and allow for a structured debate on the sensitive issues.

What Happened in Rajya Sabha Today?

In the Rajya Sabha, chaos broke out shortly after Deputy Chairman Harivansh announced that 25 adjournment notices had been submitted under Rule 267.

These notices sought debates on a range of issues including the SIR exercise, slum demolitions in Delhi, alleged discrimination against migrant workers from Bengal, and rising air safety concerns.

All notices were summarily rejected by the Chair, triggering protest and sloganeering by Opposition members, several of whom stood and raised placards inside the House.

Despite Deputy Chairman Harivansh’s repeated requests to allow MDMK MP Vaiko to raise a Zero Hour mention, the continued disruptions led to the adjournment of the Upper House around 11:10 AM. After being adjourned at 11:10 a.m.,  it reconvened only to be adjourned again till 2 p.m., unable to proceed with the Question Hour. And now, a full day adjournment has been implemented.

Officiating Speaker Sandhya Ray, despite repeated appeals for order, adjourned the proceedings after protesters refused to relent. 

What Happened in Lok Sabha?

A similar scene played out in the Lok Sabha, where Speaker Om Birla expressed strong disapproval over the Opposition's conduct, likening it to “street-like behaviour.” As Congress and other INDIA bloc MPs raised slogans and waved placards demanding a discussion on Operation Sindoor and the Bihar voter list revision, the Speaker warned that such behaviour did not “behoove Parliamentarians” and hinted at taking “decisive action” if the disruptions continued.

“You should behave in a manner that reflects the hopes and aspirations of the people who have elected you,” said Birla, before adjourning the House till noon.

The Opposition remains adamant in its demands for a statement from the Prime Minister and a detailed discussion on Operation Sindoor, the military offensive carried out by Indian forces from May 7 to May 10 in retaliation for the Pahalgam terror attack that killed 26 civilians on April 22.

Simultaneously, the Opposition has raised concerns over the Election Commission's ongoing Special Intensive Revision (SIR) of electoral rolls in Bihar, alleging that it may lead to the targeted disenfranchisement of vulnerable groups ahead of upcoming Assembly polls.

On Tuesday as well, the Rajya Sabha saw repeated adjournments over the same issues, with no legislative progress. With tensions and no resolution in sight, the impasse threatens to disrupt business in the ongoing Monsoon Session.

As proceedings failed to take smooth functioning, both houses of parliament had to observe a full day adjournment while day 3 of the session ends without transacting key business. This marks the third consecutive full-day washout of the session, jeopardising the legislative agenda, including the much-anticipated Sports Governance Bill, which was listed for tabling in the Lok Sabha on Wednesday.
