Government To Push Delhi Services Bill For Passage In Rajya Sabha On Monday

The Government of National Capital Territory of Delhi (Amendment) Bill, 2023, which seeks to replace the ordinance governing transfers and postings of senior officers in the Delhi government, is set to be tabled for consideration and passage in Rajya Sabha on Monday. The bill, already passed by Lok Sabha amid a walkout by opposition parties, has drawn significant attention and is expected to spark a heated debate in the upper house.

Sources reveal that the voting for the bill's passage will be held on the same evening after an extensive discussion on its implications. Senior Congress leader and prominent Supreme Court lawyer Abhishek Manu Singhvi is likely to initiate the debate from the opposition side, given his prior involvement in representing the Delhi government in a crucial matter related to administrative services' control, as reported by PTI.

Meanwhile, the ongoing impasse on the Manipur issue adds further complexity to the parliamentary proceedings. Leaders of the INDIA bloc met Leader of the House in Rajya Sabha Piyush Goyal and Parliamentary Affairs Minister Pralhad Joshi in an attempt to find a resolution. While the opposition members sought the revocation of Congress MP Rajani Patil's suspension, the government indicated a "sympathetic view" might be taken in her case. However, AAP MP Sanjay Singh's suspension is unlikely to be revoked, as per insider information.

The government has expressed readiness to hold a discussion on the Manipur issue, but the rule under which the discussion could take place remains under Rajya Sabha Chairman Jagdeep Dhankhar's purview. To move forward, the opposition members have been urged to share the draft of their proposal for the discussion, with expectations that it might be presented on Monday.
