- Finance Ministry does not approve of certian policy provisions.
- No policy document : several issues hazy.
- Not enough in government's kitty for land acquisition which, in turn, is going to be a long drawn - out process.
- Potential private investors unclear about returns - - will there be enough users? will they pay the tolls? what will be the physical mechanics of collecting tax?
- NHAI has too many roles, beyond the regulatory ones.
