Recommendations were removed from ground realities; underplayed labour reforms; believed improving transport infrastructure was not that important
Stated education and healthcare must reach all, but made it more expensive; talked about more employment in rural areas but the proposals actually meant massive dislocation of farmers
Was seen as a mere rehash of a similar report drafted for Andhra Pradesh; wanted huge incentives to be doled out
State's IT and agri-business policies took little from McKinsey's reports; proposal on contract farming was rejected due to political reasons; didn't mention iron and steel as a potentially growing area although it has attracted maximum investments; foreign investors are still shunning the state.
