- Rural Jobs: Draft rural employment guarantee act coming in winter session. Total cost: Rs 1,05,000 crore, to be funded by cess in next budget.
- Health: Insurance scheme for the poor, and investment in health centres and toilets. Total outlay: Rs 10,000 crore a year, which is to come from cess or higher taxes.
