In a bid to ensure transparency and accountability in services delivered by the police, a penalty of Rs 250 per day or Rs 5,000 will soon be imposed on cops who don't complete tasks like passport verification, providing a copy of the FIR on the same day to the complainant.

According to a report by The Times of India,  Bureau of Police Research and Development (BPR&D) has suggested the new set of rules and listed 45 services as 'Public Delivery Services'. 

The apex police research body has said that if a policeman designated for a particular service fails to do the task will have to pay Rs 5,000. In case of a delay beyond the stipulated time, the police officer will have to pay Rs 250 each day of the delay.

Within 20 days, the inquiry process for verification of passports should complete and a similar period is fixed for  an NOC(No objection certificate) for arms license, three days for release of an impounded vehicle, registration of foreigners visiting India within 7 days and verification of tenants, servants and employees within 15 days, says BPR&D.

However, the proposed penalities doesn't do justice with the policemen as there is one police officer for every 729 citizens, the report adds.

Currently, a whopping five lakh police posts of the sanctioned strength of 22.63 lakh are lying vacant across the country.

According to Home Ministry statistics, there are 22,63,222 sanctioned posts in police forces of all states in the country, of which 17,61,200 are occupied while 5,02,022 posts are lying vacant.

The highest 1.80 lakh posts are lying vacant in Uttar Pradesh where the sanctioned strength of police force is 3,64,200 personnel.
