Jehad council, an umbrella of 13 militant outfits based in Pakistan, has threatened New Delhi to either implement UN resolutions on Jammu and Kashmir or get ready for meaningful and purposeful tripartite talks involving people of Kashmir and governments of India and Pakistan to resolve Kashmir issue.

Commenting on New Delhi's invitation to Pakistan military ruler General Pervez Musharraf for talks, chief of Jehad Council, Syed Salahuddin, who also heads Hizbul Mujahideen, said in a statement circulated by a local news agency in Pakistan that bilateral talks between India and Pakistan have not yielded any result for the last 53 years.

"Tashkent and Shimla agreements and Lahore declaration are glaring examples of the failure of Bilateral talks," he said.

Instead of inviting Gen musharraf for talks New Delhi should take steps to implement UN resolutions or prepare itself for meaningful and result-oriented tripartite talks involving representatives of people of Kashmir besides two governments of Pakistan and India, Salahuddin said.

He asked Gen Mushharraf to go through the invitation minutely and take a decision accordingly ''but it is better for New Delhi to leave the political dramaism and provide an opportunity to the people of Kashmir to decide their future''.

Commenting on withdrawal of ceasefire by the centre, Salahuddin said withdrawal of ceasefire is a '' non-issue'' for militants "because it was a drama enacted by new delhi to hoodwink the international community".

"Basically no ceasefire was in force on ground in Jammu and Kashmir which is evident from the fact that 421 civilians were killed, 526 injured and 425 houses set ablaze by the indian forces till may 24'', salahuddin said in the statement.

The worst human rights violations were also witnessed during the ceasefire period, he claimed and alleged that 11 innocent people were killed in custody only last week.

Kashmir-based chief commander (operations) of Hizbul Mujahideen, Abdul Majid Dar, in a separate statement, also circulated through a local news agency, claimed that invitation for talks to General Musharraf by Prime Minister Vajpayee was an open admission that Pakistan cannot be sidelined as Islamabad is a basic and primary party to the Kashmir issue.

"We hope that New Delhi will accept other realities related to the Kashmir issue soon and come forward with an appropriate solution to the Kashmir tangle'', Dar said.
