Two tenders floated for driving licences (smart cards) and RC books (optical cards; price: Rs 440). The first cancelled due to court order, and the second pending in Supreme Court after Allahabad High Court stayed the tender. SC judgement expected in the next two months.
Gujarat
Two tenders issued for driving licences (smart card) and RC books (smart optical). While the first is running despite controversies of fraud, the second has been made optional as per a court order.
West Bengal
Tender for RC books (smart optical card) was cancelled. Has decided to opt for smart card technology and waiting for budget allocations from the state's finance ministry.
Kerala
Tender for RC books (using smart optical card) was withdrawn. Waiting for the Centre to clarify certain contentious issues in its new proposed guidelines to be finalised soon.
Rajasthan
Combined tender for both RC books and driving licences (smart card) was cancelled. State officials say it was due to a change in Centre's guidelines; the lowest bidder contends it withdrew as the transport department began talking to other bidders. New tender documents are being finalised now.
