The Quota Quagmire
Following are the highlights of the Sachar Committee recommendations:
- Cover Muslims under OBC category
- Bifurcation of OBCs into MBCs, putting Dalit Muslims in that category
- No suggestion to include Muslims in existing Scheduled Castes quota
- No separate en bloc quota for Muslims recommended
- Main thrust is on improving education levels among Muslims
- Panel has provided updated data, the most thorough ever, on Muslims
