Haryana governor Babu Parmanand has sent back a state cabinet decision approving the early release of four convicts. The O.P. Chautala cabinet had approved the remission in sentence of four murderers on July 18, but Indian Youth Congress chief and former Haryana legislator Randeep Surjewalla had urged the governor to refuse them pardon and order a judicial probe into the "politico-criminal nexus in the state". The governor purportedly concurred with a 1980 SC order that says no lifer should be released until he completes 14 years in prison and the pardon shouldn’t be based on irrelevant or irrational grounds. None of the four have done 14 years and the reasons cited for their release relate to common problems faced by other prisoners as well.
