In a significant step towards redefining correctional rehabilitation through education, skill development, and technology-enabled empowerment, the Department of Prisons & Correctional Services, Karnataka, and R.V. College of Engineering (RVCE), Bengaluru, under the aegis of the Rashtriya Sikshana Samithi Trust (RSST), are working towards a pioneering institutional collaboration to establish a sustainable rehabilitation ecosystem for prison inmates across the prisons in Karnataka.

The proposed initiative, anchored through a formal Memorandum of Understanding (MoU) between the Department and RVCE, seeks to transform correctional spaces into environments of learning, constructive engagement, and future preparedness. The collaboration envisions structured interventions in digital literacy, employability skills, technical education, innovation, and livelihood-oriented rehabilitation.

The first phase of implementation is being initiated at the Central Prison, Bengaluru (Parappana Agrahara), through the establishment of a dedicated computer training laboratory, supported through institutional contributions, industry partnerships, CSR support, and academic volunteering.

This initiative goes beyond conventional prison education. It is rooted in a deeper belief—that meaningful rehabilitation begins when individuals are given an opportunity to rebuild confidence, acquire skills, and rediscover purpose.

A Shared Vision: Correction Beyond Confinement

Modern correctional philosophy increasingly emphasises reformative justice over punitive isolation. The proposed collaboration between RVCE and the Karnataka Prison and Correctional Services Department seeks to operationalise this philosophy by creating pathways for inmates to gain practical competencies that can support livelihood opportunities and smoother societal reintegration after release.

The MoU framework envisages collaborative interventions in:

  • Digital literacy and computer education

  • Skill development and vocational capacity building

  • Technology-enabled rehabilitation programmes

  • Livelihood-oriented and entrepreneurship support activities

  • Innovation, experiential learning, and social responsibility engagement involving faculty and students

  • CSR-driven infrastructure augmentation and scaling of prison-based learning ecosystems

The initiative also aligns strongly with the broader goals of inclusive education, social justice, skill development, and community rehabilitation.

Computer Lab Establishment at Central Prison, Bengaluru

As part of the initial phase, RVCE is facilitating the establishment of a dedicated computer laboratory at the Central Prison, Bengaluru, aimed at creating a structured learning environment for inmates.

The proposed lab will include computers, networking infrastructure, training resources, digital learning tools, and curated educational content suitable for correctional settings. Several functional computer systems have already been identified through institutional refurbishment efforts, reflecting a sustainable reuse model aligned with social impact.

The laboratory is envisioned not merely as an instructional facility, but as a space of aspiration, discipline, and self-improvement, enabling inmates to engage productively and meaningfully during incarceration.

A formal inauguration of the initiative is expected with the gracious presence of Hon’ble Justice Vikram Nath, Judge, Supreme Court of India, reflecting the larger societal significance of correctional education and rehabilitation.

A Structured 4-Week Skill Training Program

A carefully designed 4-week intensive training programme has been planned for inmate batches, with each session spanning 3 hours, emphasising practical exposure, hands-on learning, and employability-oriented competencies.

The training modules include:

  1. Computer Hardware Assembly and Troubleshooting: Participants will gain a foundational understanding of computer components, assembly procedures, preventive maintenance, diagnosis of common hardware failures, and basic repair methodologies.

  2. Basic Networking and Digital Infrastructure: Training will introduce networking fundamentals, cable identification, internet basics, LAN concepts, routers, connectivity, and practical troubleshooting skills relevant to workplace environments.

  3. Office Productivity and Digital Literacy: Hands-on training in office productivity tools will cover document preparation, spreadsheets, presentations, digital communication, file management, and workplace-ready digital practices.

  4. Desktop Publishing and Creative Communication: Participants will be introduced to tools such as GIMP, Inkscape, and Scribus to develop practical skills in poster design, document formatting, brochures, invitations, and creative communication materials.

The pedagogy is intentionally practical, activity-based, and confidence-oriented, with an emphasis on self-learning, peer support, and applied exercises.

Beyond Bengaluru: Open Prison, Devanahalli

The collaboration also envisions impactful interventions at the Open Prison at Devanahalli, a correctional ecosystem uniquely positioned for rehabilitation-oriented experimentation.

With substantial land resources and an environment conducive for productive engagement, the Open Prison presents opportunities for technology-enabled livelihood generation, vocational skilling, and sustainable rehabilitation models.

RVCE proposes to work collaboratively on initiatives involving:

  • Digital literacy and skill training

  • Computer education and technology orientation

  • Sustainable agriculture and protected cultivation exposure

  • Precision farming and IoT-enabled livelihood models

  • Entrepreneurship and market-linked skill development

  • Innovation-driven social rehabilitation activities involving students and faculty

Such interventions are expected to create scalable models for inmate empowerment that combine dignity, productivity, and rehabilitation.

A Model for Nation Building Through Compassionate Education

The RVCE–Karnataka Prisons and Correctional Services Department collaboration reflects a powerful idea: education must reach where it is needed the most.

When institutions of higher education extend their expertise beyond classrooms into correctional spaces, the outcome is not merely training—it is transformation.

This initiative stands as a meaningful example of how engineering institutions, prison systems, judiciary, industry partners, and civil society can work together to create opportunities for individuals seeking a second chance.
