The complaint is backed by appraisal reports of the chief engineer of the water resources department. The state irrigation minister had reportedly objected in writing to the raising of the costs. A petition has also been filed in the Bilaspur High Court.
Interestingly, in the late seventies, Jogi, as the collector of Raipur, was embroiled in a controversy over the Kodar irrigation project. There were serious allegations of embezzlement against him in the rehabilitation package for the oustees. But he was finally acquitted.
