The bandit had asked for Tamil nationalist leader Pazha Nedumaran and Kolathur Mani of Periyar Dravidar Kazhagam to be sent as emissaries, but both of them are in custody, in Tamil Nadu and Karnataka respectively. Later, human rights activists P. Kalyani and G. Sugumaran volunteered to become emissaries and met Karnataka home minister Mallikarjun Kharge and Mani in Bellary. But both the Tamil Nadu government and Veerappan have ignored their overtures.
