"I can't figure out this euphoria over the election turnout in Iraq. Peace and security is the first condition. No cooperation can take place if people are getting shot all over the place. Beyond Washington's statement or CNN's Christine Amanpour's running commentary, I haven't seen any credible take on what actually happened. But yes, we have to keep the principle of cooperation on the table. It's not with the government, but with the Iraqis. We have to express willingness to participate as soon as such participation becomes a practical possibility."
