About 15,000 families have members residing in India's Kashmir
On March 14 began the distribution of travel forms. Thousands turned up.
Three thousand duly filled forms were returned in just four days.
Over 12,000 forms have been distributed till now.
The first list of passengers had 46 names; subsequently reduced to 30.
