The updated FIA Red Book lists Azhar as a fugitive and also includes suspects linked to the 26/11 Mumbai attacks
The move comes amid renewed scrutiny of Pakistan’s counter-terrorism record, with Indian officials and intelligence sources questioning whether the listings reflect substantive action
