ISRO To Shift Launch Vehicle Production To Private Sector, Focus On Research

The Indian Space Research Organisation (ISRO) will stop manufacturing launch vehicles and transfer all related technology to private industries. This marks a historic shift in India's space policy, moving from state-run production to a private-led launch ecosystem.

The transition will see ISRO move away from the routine manufacturing and commercial operation of established launch vehicles, allowing the space agency to concentrate on research, technology development and scientific missions. Private companies, meanwhile, are expected to take on a larger role in producing rockets and supporting commercial launches. IN-SPACe Chairman Pawan Goenka announced the landmark decision, while speaking at Business Today's India @ 100 Economy Summit. The move fundamentally alters the space agency's operational framework and ends its long-standing monopoly on rocket production.

ISRO Shifts Focus From Manufacturing

The strategic decision allows the space agency to pivot exclusively to high-end research, technology development and deep-space exploration. ISRO will systematically step away from routine rocket manufacturing tasks. Private industry players will entirely manage the commercial and operational launches of established vehicles. This separation of duties ensures scientists concentrate on ambitious scientific missions without the burden of commercial production cycles.

“ISRO will not make any launch vehicles and will not manufacture any launch vehicles. That will all be done by the private sector or PSU,” Goenka said at the event.

Outsourcing rocket assembly optimises agency resources. It also aims to accelerate India's footprint in global space exploration.

The government has already moved the SSLV programme toward industry production and launch, while NSIL is responsible for commercial missions with ISRO and industry support.

Why Private Sector Is Getting Bigger Role

The policy aligns directly with the 2020 space sector reforms. The government designed these reforms to boost private participation and expand the country's global market share. NewSpace India Limited (NSIL) is currently executing the transfer process. The commercial arm is facilitating the handover of Small Satellite Launch Vehicle (SSLV) and Polar Satellite Launch Vehicle (PSLV) technologies to private consortia.

Transferring established rocket platforms enables domestic companies to scale operations rapidly. It positions Indian private enterprises to compete effectively for international commercial satellite launch contracts.

Earlier on July 18, ISRO congratulated Skyroot Aerospace Team on the successful launch of Vikram-1 (Mission Aagaman) from the Satish Dhawan Space Centre, Sriharikota. The statement said the change is in line with the Space Sector Reforms envisioned by Prime Minister Narendra Modi. It said further, “The mission marks a significant milestone for India’s private space sector and reflects the growing capability of the country’s space ecosystem.”

On May 3, ISRO launched Mission Drishti. It was world’s first OptoSAR satellite and India's largest privately built satellite, advancing all-weather Earth observation capabilities. In its statement, ISRO added, “ISRO is proud to support this achievement by enabling access to its satellite testing facilities fostering innovation and handholding India’s emerging private space sector.”
