Govt Proposes Scrappage Scheme For Vehicles Older Than 15 Years

Proposal includes increased fees for new and renewed registration, amongst other changes

The government has proposed certain amendments to the Central Motor Vehicle Rules.
Proposal includes scrappage scheme for vehicles that are 15 years or older.
Fitness certificate renewal for vehicles that are 15 years or older to be reduced to six months.
Increased fee for fitness tests proposed for medium and heavy motor vehicles - Rs 1,200 for manual and Rs 2,000 for automatic vehicles.
Fee for new vehicle registration and renewal of registration for medium and heavy vehicles to be set at Rs 20,000 and Rs 40,000, respectively.
Registration fee for new imported vehicles with four or more wheels to be fixed at Rs 20,000 and renewal of registration fee to be set at Rs 40,000.

The government has proposed a few amendments to certain motor vehicle regulations in order to allow the scrapping of vehicles that are older than 15 years. The aim behind these proposed changes is claimed to be a bid to promote the adoption of electric vehicles for various uses.

The draft notification for these changes also includes a proposal to change the renewal cycle of fitness certificates for vehicles 15 years or older, to every six months instead of one year. "The Ministry has issued a draft notification for amendments to the Central Motor Vehicles Rules (CMVR) for providing a boost to electric vehicles, ensuring disabled-friendly features in buses, and providing an enabling mechanism for scrapping of vehicles older than 15 years," the Road Transport and Highways Ministry said in a statement.

The fees for the renewal of the fitness certificate for 15 years or older vehicles has also been increased. It proposes a cost of Rs 1,200 for a manual transmission model and Rs 2,000 for an automatic model that falls under the category of medium or heavy motor vehicle. Other fees for issuance and renewal of certificates of registration and assignment of a new registration mark have also been revised.

For medium and heavy goods/passenger vehicles, the registration charges for new vehicles has been proposed at Rs 20,000, while for renewal of registration, it has been fixed at Rs 40,000. For, imported motor vehicles (four or more wheeled), new registration charges have been fixed at Rs 20,000 and for renewal of registration, the charges have been fixed at Rs 40,000.
