Recent disturbances at universities in Punjab have exposed a troubling reality. Thousands of CCTV cameras and hundreds of security guards cannot guarantee a peaceful campus if students do not trust the administration. The answer lies in better communication, responsive university management and a new relationship between educational institutions and the police.
