The updated guidance took effect on 27 November 2025 and applies to all pending or newly filed requests. The USCIS said it will now allow “negative, country-specific factors” to be used in vetting applicants from 19 countries identified as high-risk: Afghanistan, Myanmar, Burundi, Chad, Republic of the Congo, Cuba, Equatorial Guinea, Eritrea, Haiti, Iran, Laos, Libya, Sierra Leone, Somalia, Sudan, Togo, Turkmenistan, Venezuela and Yemen.
