IAS Officer Who Emptied Delhi Stadium Of Athletes To Walk Her Dog Now Compulsorily Retired By Govt

IAS officer Rinku Dugga and her husband Sanjeev Khirwar, also a 1994-batch IAS officer posted in Ladakh, were transferred out of Delhi in 2022 after it was reported that they emptied a stadium of athletes to walk their dog.

IAS officer Rinku Dugga has been compulsorily retired by the government. 

The reports said the decision in this regard has been taken on the officer’s career record.

A 1994-batch AGMUT cadre officer, Dugga (54) was posted as Principal Secretary, Indigenous Affairs in Arunachal Pradesh. 

She and her husband, Sanjeev Khirwar, also a 1994-batch IAS officer posted in Ladakh, were transferred out of Delhi in 2022 after it was reported that they emptied a stadium of athletes to walk their dog.

“Yes, orders have been issued compulsorily retiring Dugga based on her track record,” IE report quoted an official as having said.

Dugga, the official said, was retired under Fundamental Rules (FR) 56(j), Rule 48 of Central Civil Services (CCS) Pension Rules, 1972, it said.

“The government has the right to retire any government servant ‘if it is of the opinion that it is in the public interest to do so’,” the report mentioned.

Earlier, the IAS couple Sanjeev Khirwar and Rinku Dugga, both 1994 batch officers of the AGMUT cadre were shunted outside Delhi, after it was claimed that athletes at the national capital's Thyagraj Stadium were being forced to finish their training early so that Khirwar could bring his dog to the facility for daily evening walk.

While Khirwar, who then worked as principal secretary (revenue) with the Delhi government, was transferred to Ladakh, Dugga was sent to Arunachal Pradesh.

Earlier, the sportspersons who used train at the facility were being forced to finish training early so that Khirwar, who is from the city itself, could take a walk with his pet inside the ground. 

In a photo which had gone viral on social media, the couple are seen walking with their dog on what looks like an athletics track.
