A labourer from Chhattisgarh was shot dead by militants in Kakpora village in Pulwama on Wednesday, police said.
The police have launched a hunt to nab the militants.
The attack comes days after an apple truck was set on fire and the driver shot at by militants in Shopian district in South Kashmir.
Days ahead of Article 370, non-local labourers fled the Valley in hordes after the government issued an advisory asking the tourists to leave the state immediately.
Following the centre's decision to abrogate the special status of Jammu and Kashmir, several posters had appeared in parts of Kashmir, asking the non-local labourers to leave the valley or "face consequences".
