Kerala has reaffirmed its position as one of India’s most reform-driven and investor-friendly states by emerging once again as a Top Achiever in the national Ease of Doing Business (EoDB) ratings for the year 2024, released under the Business Reforms Action Plan (BRAP) of the Department for Promotion of Industry and Internal Trade (DPIIT), Government of India.

The State secured the Top Achiever position in the “Fast Movers” category, achieving an impressive 99.1% reform implementation score, up from 91% last year—a clear indicator of its sustained progress in improving governance and creating an efficient, transparent, and responsive business environment.

The recognition was announced at the Udyog Samagam 2025 held in New Delhi, where Union Minister of Commerce and Industry, Shri Piyush Goyal, presented the award to Kerala’s Industries Minister, Shri P. Rajeeve.

The EoDB evaluation gives 70% weightage to investor feedback and 30% to reform completion—proving that improvements are being felt directly by entrepreneurs and investors on the ground.

Kerala’s continued success is the outcome of coordinated efforts among multiple government departments and agencies (22), led by the Kerala State Industrial Development Corporation (KSIDC) under the aegis of the Industries and Commerce Department.

This recognition reflects not just the completion of procedural reforms but also a culture of partnership-based governance, where administrative efficiency and investor facilitation go hand in hand. Kerala’s progress is not a one-year achievement but the result of sustained teamwork, innovation, and reform consistency.

The improved rankings have strengthened Kerala’s position as a prime destination for technology-led and innovation-driven investments. The State’s policies are now seen as benchmarks for transparency, accountability, and the reduction of compliance burden.

Kerala’s consistent top performance over consecutive years signals a deep institutional commitment to reform and service delivery.

These ongoing efforts have improved the State’s overall investment climate, enhanced investor confidence, and created a model of inclusive industrial growth that benefits every segment of society—from multinational enterprises to local entrepreneurs.

Kerala’s sustained leadership under the Union Ministry of Commerce and Industry’s Business Reforms Action Plan (BRAP) is a testament to its reputation for good governance, digital transformation, and efficient public service delivery.

By combining technology with transparency, and efficiency with empathy, Kerala continues to redefine what it means to be a business-ready and citizen-centric State—an example of progress with purpose.
