From Red Fort, PM Modi Hails Maoist Decline, Flags 'Dimaagi Naxal' Threat

Prime Minister Narendra Modi declared the near-total elimination of armed Maoist insurgents while warning against an ongoing ideological threat during his Independence Day address.

Addressing the nation from the Red Fort on Saturday, August 15, 2026, Modi outlined the government's success in countering the physical insurgency. Modi said his administration resolved in 2014 to free India from Naxalism, bringing the armed rebellion close to complete eradication. Modi said, "In the 21st century, it is imperative to eliminate decades-old challenges," recalling the impact of Naxalism and Maoism on young people, families and security forces. He said Naxalism had held large parts of the country and its population "hostage at gunpoint" for nearly four decades, accusing Maoists of attacking the constitutional order.

Modi said, "When you gave us the opportunity in 2014, we resolved on that very day that we would free the nation from Naxalism. Today, I am proud that Naxalite and Maoist violence is taking its dying breath. It no longer has the strength to survive, and we are moving rapidly toward its total eradication."

He added that while the physical threat has receded, the ideological battle persists. Modi said, "We have succeeded in eliminating armed Naxals in the forests and freeing the nation from that crisis. However, while the armed Naxals are gone, 'dimagi Naxals' remain, and those who harbour this mindset are waiting for an opportunity."

Targeting the Ideological Threat

The government strategy against Left-wing extremism will increasingly shift to target institutional and ideological supporters. Modi said individuals carrying a Maoist mindset have secured influence within the corridors of power to incite violence and anarchy. He called for the isolation of these "dimaagi Naxals"—people with a Maoist mindset who seek to influence institutions and foment unrest.

Modi said, "They are paving the way for violence and discord. They are employing various tactics to drag society down the wrong path. We must identify these 'dimagi Naxals.' We need to isolate them and align the nation's youth with the mainstream effort to transform the country into a developed nation."

This signals that the government's approach to Left-wing extremism will focus heavily on what it considers ideological and institutional supporters, rather than just armed cadres in the forests.

Eradication on the Ground

Security agencies accelerated operations across the "Red Corridor"—spanning Chhattisgarh, Jharkhand, Odisha and Madhya Pradesh—ahead of a March 2026 eradication deadline. Several Maoists have been killed in encounters, while hundreds of cadres have surrendered. Many senior leaders have also been killed, arrested or forced to surrender.

These operations led to the June 2026 arrest of Misir Besra, India's last active Maoist politburo member, who carried a Rs 1 crore bounty.

Murmu praised these anti-Naxal achievements in her address on Friday, August 14, 2026, on the eve of Independence Day.

Murmu said, "For decades, Naxalism posed a serious challenge to the nation. Making India Naxal free is a major achievement. Today, enthusiasm prevails in the areas once affected by Naxalism."

She highlighted active local participation in regional development initiatives, specifically referencing the Bastar Olympics and the Bastar Pandum festival.
