The White House press pool, a rotating group of journalists who report on the US president on behalf of the wider press corps, has become the latest flashpoint in a dispute between President Donald Trump and news organisations over presidential access and press freedom.

CNN, MS NOW and Politico sued the Trump administration on Monday, arguing that their exclusion from the White House violated their First Amendment rights. The outlets also alleged that the administration's decision violated their Fifth Amendment right to due process. The dispute has also disrupted the television pool that provides shared coverage of presidential events to news organisations that cannot attend in person.

CNN had been scheduled to travel with Trump to New York for the United Nations General Assembly as part of the rotating television pool. But after the White House prevented the network from carrying out its assigned pool duty, the television pool said it would not appoint a replacement.

“Effective today, there would be no network pool coverage of the president’s events,” the television pool of five broadcasters wrote in an email to its subscribers. “This follows the White House’s position preventing CNN from fulfilling its assigned pool duties. There will be no replacement pool put in place.”

According to Associated Press, the dispute is part of a broader confrontation between the Trump administration and news organisations over access to the president and the boundaries of press freedom. Trump has repeatedly criticised outlets over coverage he considers unfavourable and has accused some organisations of publishing “fake news”.

What is the White House press pool?

The White House press pool is an arrangement that allows a limited number of journalists to cover the president when there is not enough physical space for the entire press corps.

Pool reporters, photographers and broadcasters represent the wider group of journalists covering the White House. Their reports, photographs, video and audio are shared with other news organisations, allowing outlets that were not physically present to report on the president's activities.

The pool can cover the president in the Oval Office, at state dinners, aboard Air Force One and in the presidential motorcade. It can also accompany him on domestic and foreign trips and cover less formal activities, including golfing or biking.

The system also means journalists are available when the president needs to address the country in response to a major development.

Traditionally, the pool has included different forms of media, including wire-service reporters and photographers, television crews, radio correspondents and journalists working for print and online publications. The Associated Press is among the wire services that has traditionally had a place in the pool.

The television pool is a separate part of this broader system. It consists of five major US broadcast networks — ABC, CBS, CNN, Fox News and NBC — which rotate responsibility for providing television coverage of presidential events. The footage is then made available to other news organisations.

According to Associated Press, the arrangement is intended to ensure that the president can be covered even when the number of journalists who can physically attend an event is limited.

Why has the pool become part of the Trump-media dispute?

The immediate conflict began after Trump announced on Friday that CNN, MS NOW and Politico would be barred from the White House. He cited what he described as unfavourable coverage and “fake news”, and indicated that other media organisations could also face restrictions.

Reporters from the three outlets were denied entry to the White House grounds the following day.

On Monday, CNN, MS NOW and Politico said they had notified the administration that they would file a lawsuit. Their complaint argues that the decision to exclude them was linked to their reporting and therefore violated the First Amendment's protection of freedom of the press.

The outlets also contend that their abrupt loss of access breached their Fifth Amendment right to due process.

The administration has taken a different position, arguing that access to the White House is a privilege rather than a constitutional right. It has said the First Amendment protects news organisations' right to publish but does not automatically entitle them to a White House hard pass, a seat in the briefing room or a place in the press pool.

The lawsuit therefore raises the question of whether the government can restrict access to presidential events because it objects to the way a news organisation reports on the president.

What changed in the way the pool is organised?

The dispute follows changes made by the Trump administration to the way some White House press-pool positions are organised.

For decades, journalists had played a central role in determining rotations for certain White House press-pool positions. In 2025, the Trump administration changed that arrangement, giving the White House greater control over who was selected for some pool assignments.

The five-network television pool operates separately, with ABC, CBS, CNN, Fox News and NBC rotating responsibility for presidential television coverage.

The distinction matters because the current dispute involves CNN's removal from a television pool assignment, while the broader argument over who determines pool access has been developing separately.

The change has drawn criticism from journalists and press organisations concerned that greater White House control over pool assignments could affect which outlets gain access to the president. Why was CNN's assignment significant?

CNN was scheduled to travel with Trump to New York for the United Nations General Assembly as the television pooler.

But a White House scheduling email did not list the network. CNN was therefore prevented from carrying out the assignment it had been scheduled to perform.

The other members of the television pool decided that CNN would not be replaced.

The decision meant there would be no designated television pool crew providing shared coverage of Trump's presidential events during the assignment.

The television pool's response also challenged the idea that the White House could determine which organisation was removed from the rotation and then select its replacement.

Associated Press reported that CNN's removal marked the first time a television pooler had been dismissed from the rotation, adding another dimension to the dispute over the administration's control of presidential press access.

What constitutional questions are involved?

The First Amendment to the US Constitution states that the government “shall make no law ... abridging the freedom of speech, or of the press.”

CNN, MS NOW and Politico argue that this protection prevents the government from excluding news organisations because of the content of their reporting.

The administration disputes that interpretation and says White House access is not guaranteed by the First Amendment.

The courts will therefore have to consider the legal claims made by the outlets and the administration's arguments about presidential access.

The Fifth Amendment claim raises a separate question over due process and whether the administration could remove the outlets' access without giving them an opportunity to challenge the decision.

The White House Correspondents’ Association has also raised concerns about the implications of allowing the government to determine access based on coverage. Its position reflects the wider argument that journalists need independent access to the president to report on the administration and scrutinise its actions.

Why does the press pool matter?

The pool is not only a practical solution to limited space. It also creates a shared record of presidential activity.

When a pooled event ends, the journalists involved distribute their written notes, photographs, video and audio to other members of the press corps. That allows a much larger group of news organisations to report on events they could not attend themselves.

The importance of direct presidential coverage has been demonstrated throughout US history.

The pool was travelling with President John F Kennedy's motorcade in Dallas when Kennedy was assassinated on November 22, 1963. Journalists who were present were able to provide firsthand accounts as conflicting reports and conspiracy theories began circulating.

Presidents and journalists have long been at odds

The conflict between presidents and the press predates Trump.

Franklin Delano Roosevelt used his radio fireside chats to speak directly to Americans while some major newspapers opposed aspects of his New Deal policies. Television later gave presidents another way to communicate with the public without relying entirely on newspapers, while social media has provided a similar route in more recent years.

The tension between government and journalists dates back to the early years of the republic.

In 1798, President John Adams signed the Sedition Act, which made it a crime to “print, utter, or publish ... any false, scandalous, and malicious writing” about the government. According to the National Archives, the law was used to prosecute and imprison journalists.

In 1913, President Woodrow Wilson threatened to end presidential briefings with reporters. The dispute contributed to the creation of what became the White House Correspondents’ Association.

The dispute now before the courts concerns both access to the president and the constitutional limits on the government's ability to restrict that access based on a news organisation's coverage.
