FBI Flags Terror Suspect Happy Passia’s Ties To ISI, Khalistani Group

The Punjab Police hailed the FBI’s arrest of Harpreet Singh, also known as Happy Passia, in Sacramento as a "major milestone" in the ongoing crackdown on ISI-backed terror networks.

The Director General of Police, Punjab, called Passia’s arrest “a major milestone in the sustained crackdown on ISI-backed terror networks".

The US’s Federal Bureau of Investigation (FBI) has revealed that Harpreet Singh, alias Happy Passia is suspected of having collaborated with Pakistan’s Inter-Services Intelligence (ISI) and the Khalistani terrorist outfit Babbar Khalsa International (BKI).

As per reports, Harpreet Singh, an alleged terrorist who had illegally entered the US, was arrested by the FBI & ERO in Sacramento. He is suspected to have collaborated with Pakistan’s Inter-Services Intelligence (ISI) and the Khalistani terrorist group Babbar Khalsa International (BKI),” the FBI Sacramento office said in a statement.

The agency added that Singh had been evading capture by using burner phones and encrypted messaging platforms, making it difficult to trace his whereabouts. Agents from the FBI’s office in New Delhi had informed US officials that Singh was wanted for multiple terror attacks in Punjab.

The Director General of Police, Punjab, called Passia’s arrest “a major milestone in the sustained crackdown on ISI-backed terror networks".

According to intelligence sources, Singh is linked to at least 16 major terror incidents in Punjab over the past two years. These include 14 grenade attacks, one improvised explosive device (IED) blast, and a rocket-propelled grenade (RPG) strike.

In one of the most high-profile incidents, a vehicle belonging to a senior police officer exploded near the Gumtala police post in Amritsar in January 2025. The device used in the blast was reportedly a modified carburettor-based IED, a signature method linked to his network.

Singh is also believed to have played a role in a grenade attack in Sector 10, Chandigarh in September 2024, aimed at targeting a retired Punjab Police officer. The National Investigation Agency (NIA) had announced a Rs 5 lakh reward for his arrest in connection with this case.
