The report cited regional officials and another person familiar with the discussions, all speaking anonymously.
Iran has also set conditions for reopening the waterway. On November 3, UKMTO also reported an attack on an Indian-crewed dhow sailing out of the Strait of Hormuz; Oman's Royal Navy rescued the surviving crew.
The International Maritime Organization's tracker recorded 129 confirmed maritime incidents in the Middle East and 24 seafarer fatalities as of Thursday. Its latest listed incident, dated November 4, involved the vessel VELOS SAPPHIRE, damaged north of Qatar, with one seafarer missing.

Diplomatic contacts continued alongside the maritime incidents. Oman's Foreign Minister Badr Albusaidi spoke to Iranian Foreign Minister Abbas Araghchi on Thursday about practical arrangements to restore unhindered navigation, ensure maritime safety and secure international trade and energy supplies. Qatar's Prime Minister and Foreign Minister also held a call with Araghchi, reiterating Doha's support for diplomatic initiatives and freedom of navigation. Neither announcement confirmed an agreement to reopen the strait.
