Companies such as Samsung, OPPO, and Vivo have established large production facilities here, contributing to both exports and domestic supply chains.

Beyond electronics, sectors including defence manufacturing, food processing, chemicals, and automobiles are expanding. In 2024–25 alone, Uttar Pradesh saw 4,000 new factories begin operations, bringing the total to over 27,000 operational units and employing more than 12.8 lakh workers across multiple districts.

The Annual Survey of Industries also highlights Uttar Pradesh’s strong industrial momentum, with incremental industrial value added growing faster than the national average and employment rising steadily.

MSMEs: The Engine of Jobs

However, the state’s industrial story is not solely about large factories. Micro, Small and Medium Enterprises (MSMEs) form the backbone of job creation and entrepreneurship in Uttar Pradesh. Official figures report over 96 lakh MSME units operating across the state, collectively employing millions and bringing entrepreneurial vibrancy to both urban and rural areas.

The government’s fast-track approvals, digital platforms such as Nivesh Mitra, and simplified regulatory regimes have reduced barriers to starting and scaling businesses. Since 2017, more than 19 lakh digital licences have been issued – a key factor in the MSME surge.

MSME expansion has not only deepened manufacturing in traditional clusters but also fostered innovation and rural industrial activity, reinforcing inclusive employment creation.

Jobs and Future Targets

The Yogi government’s investment outreach has delivered tangible results. Recent data indicates over Rs 50 lakh crore worth of investment proposals lined up for the state, underlining private sector confidence in Uttar Pradesh’s industrial environment.

Proposals and commitments are translating into jobs. Lakhs of youth are joining the industrial workforce through new units, MSME expansions, and associated services. Across industrial zones such as Greater Noida, Kanpur, Bareilly, Gorakhpur, and Jhansi, manufacturing growth correlates with increased employment and supply chain linkages.

Chief Minister Yogi Adityanath has highlighted job creation as a governance priority, stating that Uttar Pradesh’s industrial aspirations are fundamentally tied to opening “opportunities for our youth.” His administration’s focus on skills, ease of doing business, and infrastructure is designed to ensure that industrial growth leads to sustainable employment.

Ease, Access and Inclusion

The state’s Industrial Investment & Employment Promotion Policy 2022 has become a cornerstone of the strategy, offering incentives for capital investment, technology adoption, and job creation. In 2025 alone, this policy facilitated dozens of Letters of Comfort (LOCs) worth over Rs 6.77 lakh crore, signalling investor readiness to commit significantly.

Complementing this are sector-specific budget boosts for textiles, powerlooms, garments, and village industries – all supporting the broader goal of expanding manufacturing and employment beyond traditional metropolitan hubs.

Additionally, industrial land acquisition and development in regions such as the Gorakhpur Industrial Development Authority (GIDA) have unlocked thousands of acres for new factories and logistics parks, especially in backward regions, distributing industrial activity more evenly across the state.

Innovation and Startups

Industrial growth in Uttar Pradesh extends beyond traditional manufacturing. The state’s startup ecosystem is rapidly developing, with over 17,000 ventures registered, supported by incubators, funding schemes, and technology partnerships. Several unicorn companies and centres of excellence in biotech, healthcare, and digital services reflect a broadening growth base that complements manufacturing jobs with technology-driven opportunities.

This diversification aligns with broader economic initiatives to expand exports, strengthen data centres, and nurture future-ready talent, ensuring that industrial employment includes both blue-collar and knowledge-intensive roles.
