The recent conclave of Finance Ministers in Kerala has set the ball rolling on bringing states together to raise the demand for higher devolution by the 16th Finance Commission. Even if the Commission does not approve an enhancement, it is possible to prevent any reduction in the divisible pool and restrain the Centre from cheating the states through cess and surcharge route
