Delhi Police Reshuffle Gives Five IPS Officers New Roles

The Delhi Police has recently effected a reshuffle involving five IPS officers, with changes across key areas including operations, economic offences, intelligence, traffic, welfare and legal affairs.

The latest administrative changes include both fresh postings and additional responsibilities for senior officers, including Chinmoy Biswal, a 2008-batch IPS officer who is currently serving as Joint Commissioner of Police (Operations).

He has been given the additional charge of Joint Commissioner of Police, IPSO. He will continue with his existing responsibilities in the Operations wing while also overseeing the functions attached to the new assignment.

Similarly, Dinesh Kumar Gupta, who has also been assigned additional responsibilities as part of the latest changes, is a 2010-batch IPS officer of the AGMUT (Arunachal Pradesh-Goa-Mizoram and Union Territories) cadre. In the latest Delhi Police reshuffle, he was given the additional charge of Additional Commissioner of Police (Traffic) while maintaining his primary posting as the Additional CP of the Delhi Police Housing Corporation Limited (DPHCL).

Throughout his tenure, he has held vital field roles, serving as the DCP across multiple districts and specialised units in Delhi, including the New Delhi, East, North-East, South-West, Rohini, Special Branch, Railway, and IGI Airport divisions. Between 2020 and 2023, he served on inter-state deployment as the Commandant of the 1st Armed Police Battalion in Chimpu, Itanagar. He has been conferred with various meritorious awards.

The reshuffle also brings Dr Eish Singhal, a 2010-batch IPS officer, to the Economic Offences Wing (EOW) as Additional Commissioner of Police. The posting comes in a wing that handles investigations into financial fraud, cheating and other complex economic offences.

He was also posted abroad as the First Secretary (handling Labour and Community Welfare, Visa, and OCI) at the Indian Embassy in Doha, Qatar, and completed his diplomatic tenure in August 2026. Before moving to his central assignments, he served as SP Daman, SSP Chandigarh, DCP Traffic South Delhi and then in one of the capital's most high-profile policing roles as the DCP for the New Delhi District starting in 2019 along with the Public Relations Officer of Delhi Police.

Vikas Kumar is a 2013-batch (IPS) officer of the AGMUT (Arunachal Pradesh-Goa-Mizoram and Union Territories) cadre. Following the recent Delhi Police reshuffle, he has officially taken charge as the Deputy Commissioner of Police (DCP) for Traffic.

Before arriving in the capital, he served on field deployment in the Union Territory of Ladakh. He held the crucial role of Senior Superintendent of Police (SSP) for Traffic, along with the additional dual responsibilities of SSP Security and SSP Police Telecommunication.

Prior to his deployment in Ladakh, he spent a significant portion of his career serving on Central Deputation between 2021 and early 2025. This included a stint as a Superintendent of Police (SP) in the Central Bureau of Investigation (CBI) before reverting back to his parent AGMUT cadre.

Isha Singh is a 2021-batch IPS officer who has been given the additional charge of DCP/Legal Cell alongside her primary role as Deputy Commissioner of Police (DCP)/Welfare. Before entering civil services, she was a human rights lawyer.

Prior to arriving in Delhi, Isha Singh served in Puducherry as the Senior Superintendent of Police (SSP), Vigilance and Anti-Corruption. During her Puducherry tenure, she gained widespread public attention for maintaining strict field discipline and safety protocols.

She was transferred from Puducherry to Delhi, where she initially served as Additional DCP-I (North District) before being designated as DCP/Welfare. Her strong legal framework makes her uniquely qualified for her latest assignment overseeing the Legal Cell.
