- Only loss-making PSUs should be sold, that is, if the objective was to enhance PSU efficiency.
- Certain sectors—including telecom, power and, obviously, oil, should be declared as strategic and such PSUs should ideally not be sold at all.
- Selling PSU shares to the public (as opposed to a single buyer), should be the route for offloading equity in other PSUs.
