In this invention every system — telescope, satellite, aircraft, AI agent — converts its signal to a band between 0 (no alignment) and 1 (ideal alignment) locally. Raw data stays at source. Only the band travels. Matched against a pre-authorised boundary. Overlap: approved — Actuation Compliance Receipt (ACR) issued. No overlap: rejected or routed to the Human Oversight Pathway (HOP). Safety and jurisdiction law checked before any match. No confidence score overrides either. Deterministic. Provable. Contestable.

A space telescope costing billions generated nearly two thousand allocation proposals from investigators across scores of countries — no cryptographic proof any allocation was made within pre-agreed criteria.
