Punjab Must Look For Wholesome Governance Paradigm And Futuristic Target - Rana Gurmit Singh Sodhi

It is a matter of great pride for us that Punjab has never been an ordinary state. Thanks to its strategic location, inspiring contributions to the country’s food security and exemplary sacrifices in nation building over centuries, Punjab and its enterprise and resilient citizens have occupied a special place in India’s journey as a nation. However, Punjab today is caught in a difficult situation. From governance deficit and economic stress to multiple social challenges, Punjab’s enormous potential is faced with a slew of threats.

Successive governments have failed to take timely and meaningful corrective measures, allowing the challenges confronting Punjab to deepen over the years. The situation the state finds itself in today is a consequence of these delayed interventions, with governance increasingly giving way to a sense of disorder and uncertainty. Terrific erosion in the law-and-order mechanism, the growing menace of drug abuse, ever-widening criminal syndicates, agrarian agony, the burden of unemployment and undue pressure on public health and education infrastructure have left the people high and dry. What further worries us are the state’s fragile finances due to mounting debt and the total absence of critical interventions for maintaining fiscal sustainability.

Given Punjab’s vulnerability to the recalcitrant Pakistan, security and social stability must not be treated as routine administrative concerns. The state is ever struggling to cope with nefarious attempts to smuggle narcotics, weapons and other such destabilising materials from across the fences. The drug menace has not only destroyed thousands of families but has also given a fillip to organised crime and illicit financial activities, thereby weakening the very social fabric. As a result, Punjab today is in dire need of comprehensive governance, which guarantees effective policing, effective operations against non-state players and meaningful job opportunities for its youth.

Similarly, Punjab’s hard-working farmers must not be viewed through the prism of electoral politics. They are the backbone of the state’s economy and India’s food security. However, farmers are faced with a multitude of challenges. If traditional farming is encountering serious sustainability challenges, depleting groundwater is nothing less than a death blow to them. What further makes the going extremely tougher for them includes burgeoning input costs and limited diversification. I strongly feel that our farmers must be provided with better market facilities, affordable modern technology, incentive for crop diversification, food processing units and of course new avenues for increasing incomes.

Equally important is fiscal management for Punjab’s future. Too much dependence on borrowing can provide only a temporary relief, which in the long run will be hazardous for the state’s structural sustainable economic growth. It is high time for all stakeholders and political entities in particular to devise a mechanism to broaden its revenue base, rationalise expenditure and get domestic and foreign investments. For this, we need to have an environment which is congenial for the industry to grow at a faster pace.

Given the monstrous challenge of unemployment, the state government has failed in reaping the dividend of its young population. Instead, our youths have been exposed to various crimes, including drug addiction, as they have been deprived of meaningful economic opportunities. They need to be equipped with market-linked skills and access to capital so that they can be entrepreneurs or innovators and become an effective contributor to Punjab’s economic metamorphosis. So, the state requires an integrated wholesome governance model which ensures that education, healthcare, agriculture, industry, infrastructure and security don’t function in separate silos.

Let us have total clarity that the idea of Viksit Punjab must not be understood in isolation but in comprehensive terms. Development should not be measured in terms of higher government expenditure or an array of unmindful announcements, which are divorced from the ground realities. We must vouch for the kind of development which leads to higher household income, a safer social environment, healthier citizens, quality and affordable education, gainful and sustainable agriculture, thriving and competitive industries, well-paid employment and sound public finances.

Drawing inspiration from the developmental vision of Prime Minister Narendra Modi, Punjab can achieve a lot. It has to put extra emphasis on infrastructure, quality delivery of public services and accountable administration, thereby integrating its strategic location, farming and industrial ecosystem, diaspora assets and entrepreneurial culture to drive its growth. We have to think in terms of measurable outcomes. Welfare must be complemented by empowerment. Political announcements must be accountable. The state can no longer afford a governance which is wedded to short-term parochial political considerations.

Last but not the least, I must admit that the road to Viksit Punjab is not going to be an easy proposition. Our approach has to be rooted in fiscal prudence, institutional reforms, creating an investment friendly environment, social responsibility and sustained cooperation not only between the Centre and the state but among all stakeholders.
