The doctrine enforces what public authorities declare — not what stars predicted after the fact. Threshold values from USGS, Eurocode, WHO, and every equivalent published authority are ingested as published. Authorities who want the full capability of PRAT have one lever: keep thresholds accurate and current. The sharper the standard, the sharper the advisory.
