Meghalaya Violence: High Court Takes Suo Motu Cognisance, Orders Immediate Arrests

The Meghalaya High Court has taken suo motu PIL cognisance of the violence during a Khasi Students’ Union (KSU) black-flag bike rally in Shillong on Wednesday. A Division Bench of Justices H.S. Thangkhiew and W. Diengdoh took cognisance of the violence, noting extensive damage to government, police and public transport vehicles and the alleged desecration of statues of national heroes.

The court directed authorities to take "more intensive and immediate" steps to apprehend those responsible and submit an action-taken report by August 24.The violence left 16 people injured, with two vehicles torched and 31 vandalised. Police have registered 15 FIRs so far.

Crackdown & Arrests

Following the disturbances, police arrested KSU president Raymond Kharjana, vice-president Pynkmenlang Sanmiet and general secretary Reuben Najiar. A magistrate remanded them in judicial custody for 14 days. Amid heightened security, authorities are shifting Kharjana to Williamnagar, and Sanmiet and Najiar to Tura.

Investigators are relying on digital evidence to identify the offenders. East Khasi Hills SP Vivek Syiem said, "We have enough evidence and footage to show that bikers were only involved in arson, vandalism and assault. The crowd had about 200 bikes. We need to identify who in that crowd was involved in various spurts where incidents happened."

The district administration responded by tightening security protocols. Officials enforced Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) within the Sadar police station limits. The order prohibits unauthorised rallies, processions and assemblies, and revoked permission for the KSU's proposed Friday protest at Khyndailad.

Spreading Unrest & Blockades

Violence escalated on Friday with fresh arson reports across multiple districts. Assailants torched two government vehicles at secure locations in Nongstoin. Suspects set another transport department vehicle on fire at Mookynphad Mihmyntdu in West Jaiñtia Hills, while a suspected police motorcycle was torched in Malki.

Transit routes face severe disruptions due to retaliatory blockades. Assam-based transport operators stopped Meghalaya-registered vehicles at Jorabat and Khanapara. The Ri Bhoi administration advised commuters to avoid the blocked Byrnihat-Jorabat road, suggesting alternative routes through Pillingkata-Killing and Nongpoh-Patharkhmah-Rani for medical, airport, railway and other essential emergencies.

Meghalaya Chief Minister Conrad K Sangma contacted Assam Chief Minister Himanta Biswa Sarma, with both governments agreeing to work together to restore "peace, trust and normalcy".

Government drivers expressed alarm over the targeted attacks. The Meghalaya Government Drivers’ Welfare Association urged the government to minimise the deployment of government vehicles in vulnerable areas until normalcy returns, and suggested that officers use private vehicles for routine duties.

The association stated, "Essential and emergency duties may, however, continue with adequate security arrangements." It also renewed its demand for Risk Allowance.

Demands & Dialogue Offers

The KSU agitation centres on a five-point charter of demands. The union seeks action over the July 31 Shree Cement public hearing in East Jaiñtia Hills, stronger implementation of the Meghalaya Residents Safety and Security Act (MRSSA) and regulation of migrant workers. The group also demands recruitment reforms at NEIGRIHMS and the removal of interviews for Grade B, C and D posts.

The state government maintains it is open to discussions. Deputy Chief Minister Sniawbhalang Dhar said, "The incident is very unfortunate and cannot be tolerated by the state government. I request the KSU, all other organizations and people of the state to maintain peace. If there is any issue, the door of the government is always open for talks. We have seen their demands. Let them come for talks, we are ready."

Previous attempts at mediation failed. Deputy Chief Minister Prestone Tynsong said the government had invited the KSU for talks before the rally, but the union turned it down because their schedule was already fixed.

"The chief minister had communicated through the DC inviting KSU for talks, but they turned it down saying their programme was already fixed. We thought the rally would be peaceful as assured to the district administration," Tynsong said.

He added that there was currently no need for a night curfew, the situation in Shillong remained under control, traffic movement between Meghalaya and Assam had been restored earlier, and authorities were using drones and CCTV footage to identify perpetrators.
