What To Know About Iceland’s Vote On Restarting EU Talks

Iceland will hold a national referendum on August 29 on whether to resume accession negotiations with the European Union, putting the country's long-running debate over membership back before voters. The question will be: “Should Iceland resume accession negotiations with the European Union?”

The vote was approved by Iceland's parliament, Althingi, on May 28. The referendum is legally advisory, although the government has said it will follow the result.

What A ‘Yes’ Means

A "yes" vote would restart accession negotiations, not make Iceland an EU member.

The country's official referendum information website says negotiations would aim to produce an accession treaty. If a deal is reached, the Icelandic government has promised a second referendum on whether voters want to approve that agreement. Parliament and the foreign minister would also have to approve the treaty, while constitutional changes would be required before Iceland could join the EU.

A "no" vote would prevent negotiations from restarting, although it would not legally rule out another attempt at some point in the future.

Prime Minister Kristrún Frostadóttir has stressed that the first referendum is about giving the government a mandate to negotiate. "The nation will have the first word in this and it will have the last word in this," she told parliament in May.

Why Is Iceland Voting Now?

Iceland applied for EU membership in 2009, and accession negotiations were conducted from 2009 to 2013 before being put on hold after a change of government. Iceland's application was never formally withdrawn, according to the Icelandic government's information on the referendum process.

The current coalition government had already committed itself to holding a referendum on whether to continue EU negotiations. Its December 2024 coalition platform called for a vote on the issue no later than 2027, alongside a broader foreign policy based on close cooperation with the EU, Nordic countries and NATO.

The government subsequently brought the vote forward to August 2026, with Parliament approving the proposal in May.

Iceland Is Already Closely Linked To Europe

The referendum does not concern whether Iceland should establish its first relationship with the EU. Iceland is already deeply integrated with Europe through the European Economic Area and the Schengen system, while retaining its own currency and remaining outside the EU's political institutions.

That existing relationship is one reason the referendum is specifically about restarting accession talks: voters are being asked whether they want to find out what membership would look like under current circumstances, rather than whether they support an immediate decision to join.

What Happens After The Vote?

The official referendum website says the government will follow the result despite its advisory legal status. A "yes" would therefore begin a new negotiating process with the EU, followed by another national vote if an accession treaty were eventually agreed.

That makes August 29 a first-stage vote rather than a final decision on Iceland's EU membership. The immediate question is whether Iceland should reopen negotiations after a 13-year pause; whether those negotiations ultimately lead to membership would depend on the terms secured and a second decision by Icelandic voters.
