How Industree Is Rewriting Rural India's Bamboo Economy, One Woman Farmer At A Time

India holds nearly 15 million hectares of bamboo resources, yet until this year no smallholder bamboo farmer in the country had ever received an FSC® Forest Management Certification. In Karnataka and Maharashtra, that has now changed, marking a significant milestone not only for bamboo farmers, but for how rural value chains can connect smallholder farmers to organised markets. At the centre of this effort is Industree Foundation, a social enterprise working at the intersection of equity, climate and gender. Founded in 2000, the organisation has spent more than two decades building nature based value chains with women at the centre of ownership and enterprise creation. Having impacted 600,000 lives, enabled USD 60 million in market access and trained more than 40,000 women producers and farmers, Industree now brings this experience to its bamboo programme, building a traceable, market linked pathway from the farm to global markets.

For Neju George Abraham, CEO, Industree Foundation, the achievement says as much about institutional design as it does about farming. “FSC certification was typically designed for large, consolidated forest estates, where traceability, governance and compliance systems are complex and unsuited to smallholder needs,” he explains. “With 86 per cent of India’s farmers holding less than two hectares of land, and privately held bamboo plantations scattered across the country, aggregation was always going to be the hard part.”

Industree's answer was to build that missing institutional architecture from scratch, starting micro plantations on privately held land and organising women farmers into collectives. "We translated FSC standards into practical, field level processes that farmers and field teams could actually use," says Neju. "We built a robust documentation system, trained farmers extensively, and created the Farmer Diary, a simple data collection tool that captures everything needed to demonstrate compliance." Last year, 539 women farmers were certified under the State Rural Livelihood Mission. This year, that number has grown to 6,671 farmers across Karnataka and Maharashtra, cultivating bamboo over 1,112.9 hectares.

"The result shows that globally recognised sustainability certification is not limited to large landholders," Neju says. "It is achievable for smallholder farmers when the right technical and institutional infrastructure is built around them."

For the women involved, certification is more than paperwork. Bamboo can be harvested annually for 40 to 60 years once planted, offering a rare promise of long term income, and FSC certification verifies that it is sustainably grown, legally compliant, and fully traceable.

"We support farmers through the entire journey, from plantation development and technical training to certification and market linkages, so that certification converts into real buyers and real income rather than remaining a paper credential," says Neju. Industree's seed to port strategy spans plantation, primary processing, finished goods, and market access, with the aim of helping each woman in the value chain earn between ₹1 to 2.5 lakh in additional annual income, in line with the Lakhpati Didi vision under the DAY-NRLM Bamboo Sub-Sector Programme. "Together with State Rural Livelihood Missions, we envisage about 500 plantation clusters reaching 10 lakh women, and 150 large capacity primary processing facilities and 750 secondary processing facilities over the next five to ten years," he adds.

The economic backdrop makes the ambition urgent. In 2023, India imported 72.9 million kg of bamboo worth US$60.4 million, nearly 95 per cent of it from China. "The primary driver is the agarbatti industry, which sources cheaper, industrially manufactured sticks from China and Vietnam," Neju notes. "At full scale, our programme expects 5 to 9 million tonnes of raw bamboo annually, which could significantly reduce imports." But he cautions against expecting an easy substitution. "Most of our bamboo species are woody and far denser than Moso, which China grows in its temperate zones. The processing machines available here are either imported or reverse engineered, and they struggle with our species, creating waste and inefficiency."

India does have viable alternatives, he says, pointing to Bambusa tulda for agarbatti sticks, "but we urgently need downstream applications for the bamboo dust and waste generated in the process." The stakes are considerable: the global bamboo products market is worth upward of ₹10 lakh crore annually, and India's share is less than 0.4 per cent.

Neju believes policy has to catch up. The 2017 amendment to the Indian Forest Act, enacted in 2018, reclassified bamboo as grass rather than tree, easing regulatory concerns. "The next step is a comprehensive National Bamboo Technology and Manufacturing Policy, anchored in at least a decade of research," he says, listing engineered materials, carbon products, bio composites, plastic replacing products, advanced packaging, construction systems, and bio engineered bamboo furniture as priority categories, alongside non formaldehyde resins, food compatible production processes, and species specific SOPs.

"We also need a manufacturing policy built around interest subventions, credit guarantees, patient capital, blended finance, and capital subsidies, plus public procurement mandates and simpler certification pathways for farmer collectives."

Industree is currently active across seven states, namely Andhra Pradesh, Telangana, Karnataka, Maharashtra, Jharkhand, Odisha, and Tripura, with partnerships across nine state governments. "We look forward to integrating 10 lakh smallholder women farmers into the bamboo value chain across 15 states," says Neju.

None of this has happened in isolation. The work has been strengthened by institutional partners including HDFC Bank Parivartan, Tesco CSR, Wells Fargo CSR, HSBC CSR, 360 One Foundation, Rainmatter Foundation, Infosys Foundation, SAP CSR, Citibank CSR, BNP Paribas CSR, H&M Foundation, Ashraya Hastha Trust, Godrej Foundation, Cartier Philanthropy, and the Gates Foundation, alongside State Rural Livelihood Missions and the DAY-NRLM Bamboo Sub-sector. "Sustainability certification, market access, and rural women's livelihoods can grow from the same root," Neju says. "This is only the beginning."
