A Roadmap For UP's Development Rooted In Public Welfare - Prof. Sanjay Sinha

The true relevance of any government's policies is established only when their benefits become a part of the common citizen's lived experience. The current development journey of Uttar Pradesh appears to be moving in precisely this direction, where public welfare is not merely the outcome of development but is becoming its very foundation. The 23 decisions taken by the Cabinet under the chairmanship of Chief Minister Yogi Adityanath a day earlier are a broad reflection of this evolving development vision. Rather than viewing these decisions as separate government proposals, it is more important to understand them in the context of the larger approach that seeks not only to accelerate the state's economy but also to place the needs and aspirations of different sections of society at the centre of development. In these Cabinet decisions, the vision of a future-ready economy, robust infrastructure, human capital development, employment generation, social security and a secure state appears deeply interconnected. These decisions are not merely responses to present-day needs but also an effort to lay the foundation for the Uttar Pradesh of the future.

The first and most concrete example of the Yogi government's positive approach is the Chitrakoot Link Expressway, which has received approval worth Rs 1,008.67 crore. This 15.172-kilometre-long six-lane greenfield expressway will connect the Bundelkhand Expressway with Chitrakoot Dham. However, it would be inappropriate to view this decision merely as the construction of a road. It must be understood in the historical context of Bundelkhand. For decades, Bundelkhand was synonymous with backwardness. Drought, migration and neglect had become its defining characteristics. This expressway connects the region to the mainstream, promotes religious tourism and provides local handloom and agricultural products with better access to markets. It is not merely infrastructure. It is an effort to bring Bundelkhand out of the margins of history and give it a new identity.

The same ideological approach is reflected in the decision relating to education. The move to transform government primary schools into smart schools is, in essence, an attempt to address a longstanding inequality. It is the inequality that determined that a child in a private school would study on a tablet while a child in a government school sat beneath a dilapidated wall. The introduction of smart classrooms and digital content will help bridge this digital divide, improve the quality of learning, and most importantly, restore the confidence of poor parents in government schools. Equality in education is the first prerequisite for genuine social justice. This decision is a step towards fulfilling that objective.

In the agricultural sector, the decision to provide long-term loans of up to Rs 6 lakh at an interest rate of just six percent under the Mukhyamantri Krishak Samriddhi Yojana is another extension of the government's public welfare policy. Until a decade ago, one of the greatest challenges facing Uttar Pradesh's agricultural sector was the lack of capital, which often pushed farmers towards informal moneylenders and trapped them in a cycle of debt. Many farmers were driven even to committing suicide. By deciding to provide affordable institutional credit, the Yogi government has taken a step towards breaking this cycle. It will enable farmers to invest in drip irrigation, solar pumps, and allied activities such as dairy farming. Farmers will be able to function not merely as cultivators but as entrepreneurs. International cooperation being extended to fish farmers through the WorldFish project in eastern Uttar Pradesh is another step in the same direction.

The Cabinet decision concerning youth perhaps carries the deepest emotional significance. The provision of 20 percent horizontal reservation and age relaxation for former Agniveers in recruitment to the posts of Jail Warder and Transport Enforcement Constable is not merely a guarantee of employment. It is also an answer to the question that arises in the minds of many Agniveers about whether society will forget them after the completion of their four-year tenure. Chief Minister Yogi Adityanath's approach is clear. Discipline and training will not be allowed to go to waste. The same spirit is reflected in decisions relating to Prantiya Rakshak Dal personnel, who will now receive benefits under a cashless healthcare scheme along with enhanced duty allowances. This is a category of personnel that often remains outside the spotlight despite wearing the uniform and serving as an essential pillar of the system. A section that previous governments rarely paid attention to can now look ahead with greater confidence.

From the perspective of economic expansion, the Uttar Pradesh Toy Manufacturing Promotion Policy 2025 and the proposed ethanol plant in Mathura convey two distinct yet interconnected messages. On one hand, the policy seeks to strengthen the Toy Park in Noida-Greater Noida, reduce dependence on imported and often unsafe toys, and support local MSMEs. On the other hand, the decision to establish an ethanol plant in a closed sugar mill demonstrates that industrial revival and green energy can progress together. Taken together, these decisions can help transform the vision of a one-trillion-dollar economy from a slogan into a policy-driven reality.

On the security front, the free allocation of 65 acres of land in Milkipur Tehsil of Ayodhya for an NSG regional centre also carries geopolitical significance. Following the construction of the Ram Temple, Ayodhya has emerged not only as a centre of faith but also as a point of importance on the global security map. The establishment of a permanent hub for Black Cat Commandos there will significantly enhance rapid-response capabilities across northern India. Similarly, decisions such as providing stamp duty concessions on tenancy agreements of up to ten years, supporting the urban expansion of Lucknow, Unnao, and Rae Bareli, and increasing margin money for ration dealers may receive less public attention, yet their impact on everyday life is equally significant and far-reaching.

Viewing the Cabinet decisions in separate compartments would, in fact, overlook their true significance. Loans for farmers, roads, schools, agriculture, uniforms, and security are all linked by the shared philosophy of Antyodaya that development becomes meaningful only when it reaches the citizen standing at the very end of the line. Certainly, the real test of any policy lies in the speed of its implementation, transparency, and monitoring. However, the direction is clear, and it is this direction that will determine whether Uttar Pradesh, in the coming decade, is known merely as the country's most populous state or also emerges as one of the most reliable engines of India's development.
