April 11, Shimla: In a major step towards backward integration for Pharma Sector of Himachal Pradesh, thereby reinforcing its leadership in this sector, Hon’ble Chief Minister Shri Sukhvinder Singh Sukhu laid the foundation stone for the Site Development & Infrastructure Works of the Bulk Drug Park at Polian in Una district. Also, Hon’ble Chief Minister laid t foundation stone for Working Women Hostel at Panjuana, with an estimated project cost of Rs. 8.28 Cr. that shall provide safe, and comfort living for women working in nearby Industrial Areas. 25 September 2025The Bulk Drug Park project is being implemented by Himachal Pradesh Bulk Drug Park Infrastructure Limited under the Department of Industries, in full compliance with environmental norms prescribed by the Ministry of Environment, Forest and Climate Change.

Hon’ble Deputy Chief Minister Shri Mukesh Agnihotri, Hon’ble Industries Minister Shri Harshwardhan Chauhan, and other senior dignitaries also graced the occasion.

Hon’ble Chief Minister shared that the upcoming Bulk Drug Park, a project of National Importance would enhance Himachal Pradesh’s position as a major pharmaceutical manufacturing hub and generate large‑scale employment opportunities for the youth of the state. The Chief Minister expressed satisfaction over the progress of the Bulk Drug Park works and directed that the pace of work be accelerated. He also assured that the Himachal Pradesh Government would extend full support to ensure the timely completion of the project.

He further stated that MoUs with leading pharmaceutical industrial houses of the country would be signed in the coming month of June for the Bulk Drug Park.

He further shared that this flagship project partially funded by the Government of India. Spread across 1,405 acres, the project entails a total capital outlay of Rs. 2,071 Cr. The Central Assistance for this project form Government of India is approximately Rs. 996.45 Cr. while the remaining amount will be borne by the state government.

Addressing the significance of the project, Hon’ble Deputy Chief Minister Shri Mukesh Agnihotri said that this Bulk Drug Park shall be a transformative step towards the economy of the entire region and strengthen Himachal Pradesh’s industrial infrastructure and reinforcing India’s journey towards self‑reliance in the pharmaceutical sector. He further shared that the Jal Shakti Vibhag is implementing comprehensive water infrastructure works for ensuring reliable and sustainable water supply for the Bulk Drug Park. An amount of Rs. 68.49 crore has been released for water‑related projects, including provision of 15 MLD water supply through borewells, construction of tube wells, collection tanks, control houses, pump houses, and an extensive pipeline network.

Several key components, including tube wells and main pumping machinery, have already been completed, while the remaining works are progressing steadily. At the administrative block level, water infrastructure is nearing completion, with major structures such as tanks, pump houses, and rising mains substantially in place. In addition, a water sustainability initiative, comprising rooftop rainwater harvesting systems and recharge pits, is under implementation to promote long‑term water conservation.

Highlighting the progress of site development works, Hon’ble Industries Minister Shri Harshwardhan Chauhan shared that power infrastructure works are progressing steadily, with an amount of Rs. 32.76 crore released through HPSEBL and HPPTCL. Transmission infrastructure and protection works are nearing completion, ensuring reliable and uninterrupted power supply to meet the industrial requirements of the Bulk Drug Park. He informed that site development works have commenced and are being executed by M/s Ceigall India Ltd. So far, 1,109 trees have been felled strictly in accordance with approved statutory and environmental clearances. Formation cutting works are in progress over about 16 hectares (213 bighas), while tree‑felling operations are underway across nearly 50 hectares (about 500 bighas) to facilitate further development.

Highlighting the advanced infrastructure planned for the park, he informed that the state‑of‑the‑art and sustainable technologies are being deployed. A specialised steam generation system comprising six multi‑fuel boilers, each with a capacity of 50 tonnes per hour, will collectively generate 300 tonnes of steam per hour for API manufacturing.

This project of National Importance is expected to attract investments worth Rs. 8,000 - 10,000 crore and generate employment opportunities for up to 20,000 people, firmly positioning Una as an emerging industrial hub on the national industrial map.

The project includes a 5 MLD Common Effluent Treatment Plant (CETP) with Zero Liquid Discharge (ZLD), a dedicated Centre of Excellence, and a Hazardous Waste Management System with a capacity of 50,000 tonnes per year, ensuring environmentally responsible and compliant industrial development.

Anurag Sharma, Vice-Chairman of the Himachal Pradesh State Industrial Development Corporation (HPSIDC); MLA Sudarshan Bablu (Chintpurni); Satpal Singh Raizada, former MLA from Una; Sh. Kuldeep Kumar Dhiman, Chairman of the Himachal Pradesh State Scheduled Castes Commission; along with representatives of the Haroli Industries Association, Industrial Association of Una, Tahliwal, Gagret, and the Himachal Drug Manufacturers Association were also present on this historic occasion.

The Bulk Drug Park initiative reflects India’s strategic commitment to achieving self‑reliance in the pharmaceutical sector and is expected to significantly reduce dependency on API imports while reinforcing the country’s position as a reliable and resilient global pharmaceutical hub.

As the project progresses, Una district is poised to acquire a distinctive identity on India’s industrial map, while Himachal Pradesh further consolidates its standing as a key pillar of the nation’s pharmaceutical strength.
