To many, the Copenhagen Accord will seem a setback; but, actually, it’s a continuation of a long history of failure. The essential problem lies with the strategy of addressing this complex issue by means of a single agreement.
Should the developed world -- responsible for the historic buildup in the stock of greenhouse gases in the atmosphere-- spend more on curbing their own pollution or help China and India curb theirs?
