- Evolve confidence-building measures among victims of militancy, orphans and widows of militants, besides those who have forsworn militancy; draft a rehabilitation policy for Kashmiri Pandits; arrange for the return of Kashmiri youths who have gone across the LoC.

- Design schemes for economic development, employment generation as well as balanced regional development.
