  • Evolve confidence-building measures among victims of militancy, orphans and widows of militants, besides those who have forsworn militancy; draft a rehabilitation policy for Kashmiri Pandits; arrange for the return of Kashmiri youths who have gone across the LoC.
  • Facilitate travel, trade and people-to-people contact across the LoC.
  • Design schemes for economic development, employment generation as well as balanced regional development.
  • Increase accountability and transparency of the administration; strengthen local self-government; monitor development programmes, institute zero tolerance for human rights violations and strengthen the right to information.
