• More than the Valley, the agitation in Jammu has to be dealt with a firm hand
  
• The Amarnath land issue can be resolved if the Amarnath Sangharsh Samiti is brought to the negotiating table
  
• Once the protests in Jammu die down, then fears of economic blockade will die down. That is, for the situation in the Valley to calm, the Sangh leadership has to exhibit some reasonableness.
  
• Security forces in the Valley have been directed to exercise restraint and not be provoked if protests are peaceful
  
• Intelligence fears that militancy will return if normalcy is not restored
  
• Elections in the state may have to be postponed
