It's a new policy for oustees, but only just
- to make public village-wise economic and social profiles of the displaced;
- to permit discussion of the R-plan at gram sabhas and public hearings.
- to publicise the compensation for the affected, and ensure its inclusion in the cost of the project, before it is passed;
- a fast-track exercise to update land records, clarify tenure, survey, standardisation of land and property values;
- to announce in advance compensation and ensure full payment/adequate resettlement before the affected move out.
