Who gets in first?

What's the principle?
Encourage only those to come in who either have the skills or the money Britain needs.

How will the new system work?
Divides the labour force into five tiers. The higher you are, the better chance you have of migrating to Britain.

Tier 1: Highly skilled individuals such as IT experts and scientists, or entrepreneurs setting up business. They don't need a prior job offer to buy their ticket to Britain.

Tier 2: Skilled workers who have a job offer in sectors reporting shortages of employees. Example: Teachers and nurses.

Tier 3: Low-skilled workers needed to fill specific labour shortages, as in catering and construction, that remain after being filled in by workers from the EU.

Tier 4: Students who pay their own tuition fees in Britain, on average seven to eight times higher than what British students pay. A measure to raise money for cash-strapped universities.

Tier 5: Temporary workers such as professionals in sports or music, and youngsters arriving in cultural exchanges or working holidays.

Why does it favour those in Tier 1 and 2?
Only they will enjoy an indefinite leave to remain in Britain, which can be applied for a minimum of five years’ stay.
